Hwy 395 along the eastern spine of the Sierras is mostly flat and traffic is usually not heavy, though it`s completely exposed. Roads heading up and into the mountains from this side quickly gain elevation, so they are challenging to say the least. Cycling is limited in the national parks.

In the United States, you can camp for free on public land, unless explicitly forbidden, especially in the western states where there is lots of it.
In many states you will also find pretty cheap hiker/biker campsites where you will pay maybe five dollars or ten dollars and have access to a shower sometimes.
You can also use the iOverlander app where you can find many campsites that are not obvious, especially in places where it otherwise might be difficult to find some.
It is usually illegal to wild camp within National Parks or even National Forest sometimes and it is completly forbidden to enter designated wilderness areas by bicycle.
When you camp in areas where there are bears, especially in Alaska and the Canadian Yukon Territory, the Canadian provinces of British Columbia and Alberta, and in the lower United States probably Montana, Idaho, Washington and in the higher mountains of Oregon and California, it is advisable to store your food not in your tent, but in a bear proof canister or in a bear proof sack or, if not available, hang your food in a in a tree or somewhere where bears cannot get to.
